Any policy that declares "a holistic approach is needed" and then goes on to talk about "mandating standardized medical interventions" is clearly using doublespeak propaganda. Why? Because it wants to sugar-coat a bitter pill. In this case, it wants to impose tight controls over whole populations in order to justify the mandating of digital IDs for everyone. As a side "benefit", such a policy could easily be used to: 1) kill more people, 2) bankrupt more small businesses, and 3) transfer more wealth to those who don't need more wealth. The WHO couldn't care less about your health. This initiative is one component of an evil plan to install a technocratic totalitarian governance system throughout the world.

This was key in understanding for me:
