The purpose of censorship is not to shut up the individual. Anyone can speak their mind, their beliefs, their ideas.

The purpose of censorship is to stop the creation of communities of ideas. Communities of like minded people are far more dangerous - to the censors - than a few "crazies" who can be easily isolated, dismissed, shamed - and sometimes even incarcerated or killed (as long as their death does not create a martyr).

Censorship is not designed to stop freedom of speech, the intention is to block freedom of association.
